Eureka’s network is made up of ministries and funding agencies in 47 countries that support international research, development, and innovation, and the European Commission. It is the largest intergovernmental network of its kind. By connecting its network nodes, Eureka helps countries identify common research priorities, pool resources, and launch funding opportunities. Each ministry and funding agency supports its own project participants in line with national rules and provides local guidance. Eureka’s founding principles centre on international cooperation in research, development, and innovation. Its projects have balanced contributions from the participating organisations in its network countries and beyond. Eureka promotes bottom-up, market-oriented projects, allowing organisations to freely decide their focus in any technology area based on their needs for progression. Since its foundation, only civilian purpose research and innovation has been funded through Eureka programmes. The Network Projects programme provides access to funding for international research and development projects. It is designed to be flexible, with few limitations on the organisations that can participate in a project. There are different types of call. A general call for projects is permanently open. National Funding Bodies also work together to launch specific calls for projects throughout the year. These calls are usually based on a particular theme or area of technology and are also often limited to certain countries.

Objectif
The Biotech Call for Network Projects is dedicated to foster biotech-related cooperation between the listed countries:

Critères d'éligibilité
Eureka has limited eligibility criteria for organisations participating in a Network projects consortium:
- Your project idea must represent international cooperation in the form of a specific project.
- The project must be directed at researching or developing an innovative product, process, or service with the goal of commercialisation.
- The project must have a civilian purpose.
- Your consortium must include at least two independent legal entities from a minimum of two Eureka Call participating countries. Please note, that organisations from non-participating countries are welcome to join if (public or self-) funding is secured by the call deadline.
- No single organisation or country can be responsible for more than 70% of the project budget.
Under this call, for projects in areas like pharmaceutical products or services, commercialisation may be achieved in the medium or long term, as long as the project clearly contributes to the development and has a reasonable market potential.

Typologie de consortium
Project applications with a clear innovation content and implementation plans in biotech areas like medicine, bioinformatics, pharmaceutical products and services, life sciences, digitalisation, or (bio)process technology (non-exhaustive list of cooperation areas) are welcome.
French funding agency, Bpifrance, funds R&D costs for startups and SMEs participating in this call.
Funding is available as a loan. The amount of funding available depends on the type of organisation applying:
- Startups: Up to 80% of eligible project costs
- SMEs: Up to 60% of eligible project costs
Companies with more than 2,000 full-time equivalent employees are not eligible for funding but can self-fund their project costs. Research organisations and universities are not eligible for funding but can participate as subcontractors.
