Central to Chips JU's operation is a meticulously crafted Strategic Research and Innovation Agenda (SRIA). To appreciate the full scope of Chips JU's impact, it's essential to understand its two complementary programs: - Digital Europe Programme, this program strengthens digital capacity in key domains where semiconductor technology plays a pivotal role. High-Performance Computing, Artificial Intelligence, and Cybersecurity are among the focal areas. It also emphasizes skills development and the deployment of digital innovation hubs.The Digital Europe Programme aligns closely with Chips JU's objectives, particularly through a new Specific Objective dedicated to semiconductor technologies. - Horizon Europe, in the realm of semiconductors, Horizon Europe supports academically driven research, technology development, and innovation. This program provides the foundational research and innovation actions that form the basis for Chips JU's capacity-building efforts. It's a seamless partnership that drives progress in semiconductor technologies.

Objectif
The EU Chips Joint Undertaking (Chips JU) is set to transform Europe’s semiconductor landscape with an anticipated budget of nearly €11 billion by 2030. Near-term opportunities are the up-coming Chips JU 2025 calls, including :
a) “Chips for Europe initiative” calls, including the design platform, which is at the heart of the Chips for Europe Initiative (Pillar I of the Chips Act) and is envisaged as a key instrument to foster the development of a strong design ecosystem in the Union by creating a pipeline of highly innovative European fabless companies, focusing particularly on the growthof start-ups and SMEs.
b) “Electronic Components and Systems” (ECS) calls addressing Research & Innovation topics
Critères d'éligibilité
Les porteurs français d’une proposition de projet pour un appel à projets Chips JU en 2025 doivent, pour être éligibles, avoir été retenus pour ce projet par un mécanisme de financement national, avant la sélection des projets Chips JU par le comité des autorités publiques de l’entreprise commune :
- au titre du volet français du PIEEC électronique et connectivité, s’ils en sont bénéficiaires et dans les conditions prévues par le programme ;
- au titre d’un appel à projets national ou régional, en respectant les conditions spécifiques à cet appel.
Les partenaires doivent impérativement contacter les correspondants nationaux indiqués au début de cette annexe avant le dépôt de la « Project Outline » (pour les appels en deux phases) ou de la proposition finale (pour les appels en une seule phase).
L'objectif de ce contact est d'orienter le demandeur vers le guichet le plus adapté, de préparer l'examen des critères d'éligibilité nationaux, et pour les chefs de file du PIEEC (Projet Important d'Intérêt Européen Commun) électronique et connectivité, de préciser les démarches à mener afin de déterminer la conformité du projet avec les axes stratégiques du programme.
Ne sont éligibles pour le financement d'un projet dans le cadre du volet français du PIEEC électronique et connectivité que les:
• Entreprises privées ou publiques de toutes tailles
• Universités
• Instituts de recherche
Les partenaires ayant déposé une demande de financement au titre d’un appel à projets national ou régional, doivent se référer au cahier des charges des dispositifs en question pour connaitre leurs critères d’éligibilité et conditions de financements.

ECS' calls (global topics have to address the ECS' SRIA):
• A first call for Innovation Actions (higher TRLs), run in 2 stages, with a global call topic and 2 focus topics : RISC-V Automotive Hardware Platform; AI-assisted Methods and Tools for Engineering Automation
• The second call for Research and Innovation Actions (lower TRLs) and consists of a global call topic, run in 2 stages.
• A third call includes one Coordination and Support Action (CSA) topic that will be implemented as one stage call without national contribution focusing on R&I cooperation between EU and Japan on semiconductors.
• A fourth single-stage call on Heterogeneous integration for high-performance automotive computing.
Typologie de consortium
Les taux de financement d'élèvent à :
- de 20 à 100% par la JU selon le statut des partenaires et le type d'action,
- pour les actions financées jusqu'à 50% par la JU, un cofinancement national est possible, allant de 20 à 50% (BPI via différents programmes), selon le statut du partenaire français.
Les dates limites de soumission vont du 29 avril au 17 septembre 2025, selon les appels. Les bugets par projet vont de 0,5M à 220M €.
